With the threat of rain that never materialized Wednesday night, throngs of Halloween enthusiasts of all ages, and even some dogs in costumes, marched in the annual Neewollah parade.
An estimated 400 people participated in this year’s event, which started at the north end of Southeast Jackson Street across from city hall and went all the way to the south end of the business district.
